Effective skills development planning is a critical element of workforce planning in any organisation. Workforce planning ensure that "the right people with the right skills are in the right places at the right time". This definition covers a methodical process that providers managers with a framework for making human resource decisions based on the organisation's mission, strategic plan, budgetary resources, and a set of desired workforce competencies.

The Citrus Academy has developed guidelines and tools that can be used during the planning process. The 6-step plan set out below recommended for new and existing farming enterprises.

 

Step 1: Identify the human capital needs of the enterprise

The first step in the planning process is to get to know the enterprise, including its scope, production practices, business plan, etc., in order to form an accurate idea of the enterprise's current and future workforce requirements, not only in terms of numbers, but also in terms of competencies. It is recommended that an organogram is drawn up to indicate all the occupations that will be required and the numbers required in each position.
